But I'm confused about Parliament, wasn't Canada first on gay marriage before Massachusetts even dipped a toe in the water? I mean, at least most of the provinces? Is your federal govt lagging behind most provinces or something?
Well, for the most part, marriage--like health care and education--are the responsibility of the provinces. And most of the provinces have already adopted gay marriage. But when Canada as a country gets all legal, the provinces (even the stubborn ones, like mine!) pretty much have to go along...unless they get into some very complicated and bitchy legal wrangling, the notwithstanding clause, blah blah blah. I don't claim to understand it fully, it's just the way the jurisdiction of various matters are spread between the federal and the provincial governments.
